Designated Outdoor Refreshment Area (DORA) Enhancing Mishawaka’s Opportunities as a Downtown Riverfront Destination
The City of Mishawaka is excited to announce the successful launch of its Designated Outdoor Refreshment Area (DORA), which took place on September 11, 2024. This initiative is designed to enhance the downtown experience by allowing patrons to responsibly enjoy alcoholic beverages in a defined area, while ensuring safety and compliance.
DORA’s boundaries cover Ironworks Plaza and a portion of downtown Mishawaka, where participating vendors—Sun King Brewery, Social Cantina, and Mishawaka Public House—offer a unique and safe drinking experience for both residents and visitors.
“DORA allows our community to explore the beautiful riverfront while enjoying a beverage from one of our approved vendors,” said Matthew Lentsch, Director of Development and Governmental Affairs. “With our riverfront district and Ironworks Plaza, we now have a space that accommodates a variety of tastes and provides a safe environment to enjoy downtown.”
The DORA concept was made possible when the State of Indiana passed legislation in July 2023 allowing cities to designate specific areas for outdoor alcohol consumption. Mishawaka’s DORA, which runs from Hill Street to Front Street alongside the Mishawaka Riverwalk and Saint Joseph River, was developed through careful planning and collaboration with city officials and local businesses. The approved vendors within the DORA are responsible for serving drinks in designated cups that ensure both safety and clear identification of legal patrons.
The initiative is designed with safety at its core. A strong emphasis has been placed on monitoring and compliance, with Mishawaka Police overseeing the area during DORA’s operational hours, which run from 4:00 PM to 10:00 PM on Thursdays through Saturdays, and 12:00 PM to 8:00 PM on Sundays.
“Different communities across the Midwest, including Shelbyville and Fort Wayne, have implemented DORAs with great success,” said Lentsch. “We’ve taken the lessons from those communities to make sure our DORA is not only a vibrant addition to downtown, but also one that prioritizes safety and sanitation.”
Key measures include the use of non-breakable plastic or paper cups, clear signage, and QR codes that provide quick access to DORA rules. Trash receptacles are strategically placed throughout the area to maintain cleanliness, and the city has implemented a thorough public sanitation plan to ensure the space is well-maintained.
“Our vendors play an important role in ensuring the success of this initiative,” Lentsch added. “Each establishment had to apply to become a designated permittee and follow strict guidelines for serving alcohol within the DORA. This includes using cups with covers and stickers for easy identification and ensuring patrons remain within legal limits.”
Looking back on the launch, the City of Mishawaka is proud of the positive reception the DORA has received. Patrons have enjoyed the opportunity to stroll along the riverfront with drinks in hand, while local businesses have seen a boost in foot traffic. The initiative promises to create an inviting atmosphere for responsible adults, fostering a lively downtown experience and boosting the local economy.
