AND 2025 ANNUAL PLANS FOR THE CITIES OF SOUTH BEND AND MISHAWAKA

NOTICE IS ALSO HEREBY GIVEN that the St. Joseph County Housing Consortium has available for public review and comment, copies of the proposed 2025-2029 Housing and Community Development (HCD) Plan and Analysis of Impediments to Fair Housing Choice (AI) for the Cities of South Bend and Mishawaka, and St. Joseph County, as well as the 2025 Annual Action Plans (AP) for South Bend and Mishawaka. The HCD Plan addresses housing and community development needs and strategies for the next five years. The AI reports on issues related to fair housing. The APs provide goals and strategies for the one-year use of Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grants (ESG) funds.

The Documents will be available at all Mishawaka-Penn Harris Public Libraries, City of Mishawaka Planning Department, St. Joseph County Public Library, and City of South Bend Department of Community Investment, as well as on the City of Mishawaka and City of South Bend websites (www.mishawaka.in.gov and www.southbendin.gov/department/community-investment/neighborhood-development/) All locations are handicapped accessible.
There will be a 30-day public comment period beginning November 27, 2024 and ending on December 31, 2024. Written comments may be submitted for the City of Mishawaka to the Department of Community Development, 100 Lincolnway West, Mishawaka, IN 46544; for the City of South Bend, Neighborhood Grants, 227 W. Jefferson Blvd. Suite 1300S, South Bend, IN 46601 or via email to federalgrants@southbendin.gov.

In South Bend, the hearing will be held on December 10, 2024 at 5:30 p.m. in the Community Investment Department office on the 14th floor of the County-City Building, 227 West Jefferson Blvd., South Bend, IN 46601.

In Mishawaka, the hearing will be held on December 11, 2024 at 11:00 a.m. at Mishawaka City Hall, Board of Public Works Room, 2nd Floor, 100 Lincolnway West, Mishawaka, IN 46544.

ALLOCATIONS
The allocations contained in the 2025 Annual Action Plan are draft numbers based on Program Year 2024 allocations and will be adjusted to match the actual allocation amounts, once actual amounts are released by HUD. Changes to be made once actual allocation amounts are known are listed below.
The Mishawaka received $473,296 in Community Development Block Funds for Program Year 2024. Should the City receive an increase in funding, the increase will be applied to the City of Mishawaka Administration project up to but not to exceed the 20% Admin cap. Should the City receive a decrease in funding, the decrease will be taken from the South Bend Human Rights Project. Should the decrease affect the amount allowable to the public services cap, the Boys and Girls Club project will be reduced to meet the 15% cap. The remaining amount exceeding the required 15% for Public Services and 20% for Admin costs will be decreased or increased from the Spot and Blight Project.
