Public Comment on Proposed Brownfield Subgrant for Cleanup at Former Dodge Manufacturing Company / Former RMG Foundry facility

500 South Union Street in Mishawaka, Saint Joseph County, Indiana

The Indiana Brownfields Program (Program), in cooperation with the U.S. Environmental Protection Agency (U.S. EPA), has approved the application from the City of Mishawaka for a $500,000 subgrant using U.S. EPA Brownfields Revolving Loan Fund (RLF) grant funds awarded to the Indiana Finance Authority (IFA) in order to conduct remediation of environmental hazardous substances contamination at the former Dodge Manufacturing Company / former RMG Foundry facility located at 500 South Union Street in Mishawaka, Saint Joseph County, Indiana (Site).

This notice is to publish and seek comment from all interested parties on the following U.S. EPA-required documents related to RLF-funded remediation activities at the Site:

  1. Remediation Work Plan (RWP) – outlines the cleanup plan for the Site based on asbestos building inspection activities which determined hazardous substances (asbestos) contamination at the Site. This document is preliminarily approved by the Program and available for public comment from May 29 – June 30, 2026.
  1. Analysis of Brownfield Cleanup Alternatives (ABCA) – outlines cleanup and environmental management alternatives and recommended remediation for the Site based on the RWP and Phase II ESA activities for the Site. This document is preliminarily approved by the Program and U.S. EPA and available for public comment from May 29 – June 30, 2026.
  1. National Historic Preservation Act (NHPA) Review – completed by the State Historic Preservation Office (SHPO) based on information provided by the IFA in a November 26, 2025, letter regarding proposed remediation activities at the Site. SHPO’s finding, dated December 2, 2025, concluded that no historic buildings, structures, districts, objects, or archaeological resources listed in or eligible for inclusion in the National Register of Historic Places are identified within the probable area of remedial activities. The U.S. EPA’s finding, dated December 4, 2025, concurs with the SHPO finding. These documents are available for public comment from May 29 – June 30, 2026.

 

Copies of the above-referenced documents and correspondence are part of the administrative record of the Site and are placed in the public repository that is available at Mishawaka-Penn-Harris Downtown Public Library located at 209 Lincolnway East in Mishawaka, Indiana 46544.
