Officer Richard Freeman Named Officer of the 4th Quarter, 2024

The City of Mishawaka is proud to recognize Officer Richard Freeman as our Officer of the 4th Quarter for 2024—an honor earned through his initiative, situational awareness, and commitment to community safety.
Officer Freeman, acting on his own initiative, began monitoring a residence on Ardennes Street after learning that a juvenile—wanted on a warrant and involved in an aggravated battery investigation by the South Bend Police Department—had previously frequented the location. While conducting surveillance, Officer Freeman also discovered that the homeowner had an active warrant for a violent felony. His presence at the scene spurred action, causing the wanted suspect to flee the residence.
Thanks to Officer Freeman’s proactive approach, the Mishawaka Police Department was able to mobilize a coordinated response. Officer Kyle Lindzy arrived on scene and deployed a drone to assist in the search. According to the suspect, the drone caused him to panic and hide. Officer Lindzy’s drone surveillance confirmed the suspect’s flight path, providing critical information to officers on the ground.
Officers Anthony Stachowiak, along with K9 Fradi, and Officer Dustin Boyd tracked the suspect while Officer Brian Walker secured the perimeter. Thanks to their collaborative efforts, the suspect was located and surrendered peacefully.
Notably, the allegations against the suspect had stirred significant public unrest. Members of the community gathered at the scene, and Officer Freeman’s timely action helped prevent potential vigilante violence. His calm leadership and thoughtful judgment under pressure were instrumental in de-escalating a volatile situation.
Officer Freeman’s conduct not only reflects the highest standards of law enforcement but also underscores the strength of our police department’s teamwork and professionalism. The combined efforts of Officers Lindzy, Stachowiak, Boyd, Walker, and K9 Fradi contributed to the safe and successful resolution of a high-stakes situation.
