The Planning and Community Development Department will hold a public meeting and
present a plan for improvements to the public and Redevelopment Commission on
Wednesday, November 13, 2024, at Mishawaka City Hall,100 Lincolnway West,
Mishawaka IN, 46544. The meeting will be held at 6:00pm local time in Board of Public
Works & Safety Room, at which time any individual, group, or agency disagreeing
with this determination or wishing to comment on the project may do so.
The City of Mishawaka under Part 58 has conducted an evaluation as required by
Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart
C Procedures for Making Determinations on Floodplain Management, to determine
the potential affect that its activity in the floodplain and wetland will have on the
human environment for the Kamm Island Park Improvement Project under the City’s
Community Development Block Grant, B-19-MW-18-0017.
The proposed project is to construct a pavilion located at the top of the hill at the
center of Kamm Island. Although the property is currently in the floodplain, by
elevation, the site where the pavilion is proposed is located above the 100-year flood
elevation. The City has applied for a Letter of Map Revision (LOMR) to remove the
top of the island that is higher than the 100 year flood elevation from the identified
floodplain. A site plan and graphic depicting what is proposed is located on the back
side of this notice.

This Notice of Public Meeting is courtesy notice that has been sent to all property
owners within a 300-foot radius of Kamm Island. Objections must be prepared and
submitted in accordance with the required procedures (24 CFR Part 58) and shall be
addressed to HUD at CPD_GeneralCorr_IND@hud.gov . Potential objectors should
contact HUD to verify the actual last day of the objection period.
