Keeping Mishawaka Moving Forward
The Department of Planning and Community Development is responsible for all aspects of city planning in Mishawaka. This department is also responsible for economic development and redevelopment as well as land use and comprehensive planning, project development coordination, growth management and zoning administration. The department includes the staffs of the City of Mishawaka, Plan Commission, Board of Zoning Appeals and the Historic Preservation Commission. The department is responsible for the issuance of improvement location permits for the construction or modification of signs, fences, sheds, decks, garages and houses.
Economic Development
The Planning Department provides economic development expertise and information to advise and guide in the development, redevelopment and construction processes of both large and small businesses. The department also promotes economic stability and growth through sound planning and development programs including tax increment financing, development programs in the downtown area and tax abatements.
Redevelopment
The Department of Community Development administers all redevelopment activities throughout Mishawaka. Redevelopment activities include managing the tax incremental financing (TIF) boundaries, utilizing the Community Development Block Grant (CDBG) to build new streets, curbs and sidewalks in low- to moderate-income neighborhoods, and acquiring and demolishing blighted properties. Mishawaka’s Redevelopment Commission helps to oversee all redevelopment projects in the city.
Section 3 Plan
Section 3 is the U.S. Department of Housing and Urban Development’s plan to provide benefits to low and very low income residents in our community as well as to the businesses that employ them.
Tax Incremental Financing (TIF)
Mishawaka continues to be a leader and innovator in the use of Tax Increment Financing (TIF). At the present time the city has one TIF District (Consolidated).
